Quarantine rules for the import of heavy equipment differ from country to country. For instance, Singapore has absolutely no quarantine regulations and the USA allows for steam cleaning at any non-approved washpad. On the flipside, Australia has the strictest quarantine laws in the world, followed by New Zealand.

Imported equipment and parts are considered a high risk to a country's environment and agricultural industries through flora and fauna. Quarantine bodies inspect cargo rigorously and in many countries have the power to impound contaminated equipment and demand additional cleaning.

In Australia, AQIS (Australian Quarantine and Inspection Service) insists cargo arrive in a 'clean as new' state. If your cargo is too contaminated they may order a re-export at your expense.
